No License Car: Who Can Rent One and For What Purpose

November 28 2025

What Is a No License Car
Also called a light quadricycle, a no license car is legally defined as a quadricycle limited to a maximum speed of 45 kilometers per hour. The vehicle can be more or less heavy but must not exceed an unladen weight of 600 kilograms in the L7e category. In practice, it is usually a four wheeled vehicle that can carry a passenger in addition to the driver.
Since 2022, no license cars must pass a mandatory technical inspection and must also be insured just like standard vehicles. They no longer belong to a completely separate category except for the fact that a category B driving license is not required to drive them.

Who Can Rent a No License Car

In France, renting a no license car is strictly regulated. The main conditions are the following.

  1. You must be at least 14 years old. This applies both to rental and to driving your own VSP.
  2. Minors between 14 and 18 must hold an AM license. Adults may use a valid B or B1 license. People born before 1988 do not need any specific license.
  3. You must not be under a legal driving prohibition issued by a competent court.

In Which Situations ?

Several situations justify renting a no license car.

  1. You have had your B or B1 license suspended or revoked and need to maintain mobility. Renting a no license car is a suitable option except in cases involving a strict driving ban.
  2. You are a young person who needs occasional transport to school or around town.
  3. You need a small urban vehicle for short trips during a professional event.
  4. You want to gain confidence driving a small vehicle in town before taking your category B license.

Important Points :
At CarGo, we provide no license car rentals across our 450 agencies in mainland France and the overseas territories. You may choose a daily rental or a long term contract if you need a VSP for several months. Our contracts include mandatory insurance, and certain documents will be required before the rental is confirmed such as an ID card and an AM license when applicable.
Keep in mind that daily rates are more economical when part of a long term rental compared with short term bookings.

Current Issues Surrounding No License Cars
Even though a VSP is limited to 45 kilometers per hour, safety must not be overlooked. These vehicles usually do not include ABS or airbags, and in the event of an accident with a heavier vehicle, the damage can be significant. Responsibility is essential when renting a no license car because the risks are real.
Aside from this, no license cars are becoming an increasingly practical and ecological mobility solution. This is even more true with electric models that have a reduced environmental impact.

Our Advice as Professionals
As specialists in motor vehicle rental, CarGo has extensive experience with no license cars. If we were to give one expert recommendation, it would be to properly assess your needs. A VSP may seem ideal at first, but depending on your situation you might prefer a more spacious vehicle such as the electric city cars available in our fleet.
In conclusion, there are many valid reasons to rent a no license car whether you are between 14 and 18 years old or have had your license suspended. However, remember to drive responsibly and keep in mind that these vehicles are designed primarily for short urban trips.
